The resolution which stands before you is far from adequate. I fin dthe language exceedingly challenging, but my sense is that it's the best we're going to today and at this convention. I am fully committed to the inclusion of gay and lesbian Christians in this church."
The incoming PB just admitted that this resolution is not adequate, but it is the best we can do at this convention.

Also, doesn't this mean they chose not to comply with 144 of Windsor?
"144. While we recognise that the Episcopal Church (USA) has by action of Convention made provision for the development of public Rites of Blessing of same sex unions, the decision to authorise rests with diocesan bishops. Because of the serious repercussions in the Communion, we call for a moratorium on all such public Rites, and recommend that bishops who have authorised such rites in the United States and Canada be invited to express regret that the proper constraints of the bonds of affection were breached by such authorisation. Pending such expression of regret, we recommend that such bishops be invited to consider in all conscience whether they should withdraw themselves from representative functions in the Anglican Communion. We recommend that provinces take responsibility for endeavouring to ensure commitment on the part of their bishops to the common life of the Communion on this matter."
Since BO33 is reported to have carried, what is next?
This vote effectively makes the process of AC's response to TEC a drawn out one. Had the resolution failed, it would have been TEC's walking away. With this resolution, it buys them time till Lambeth unless the Global South Primates call for an emergency meeting. Funding for it will need to come from AAC sources. So again, the vote effectively slows down the process UNLESS the ABC is pressured into calling this inadequate and effectively a desire of TEC to walk away. The legislative history and transcripts of the deliberations will bear out that this was indeed the case.
AAC will not walk away from TEC, rather, AAC will proceed with Global South to pressure ABC to deem the answer to WR by TEC INADEQUATE. That being declared, a seperate option can be developed for faithful orthodox churches to stay in communion with AC
